LAWS: In the human lands of the Boscan Plains, only bonded troops loyal to the their puppet ruler are allowed to carry arms. In the few provinces without a puppet (directly ruled by the dwarves and draconians) carrying a weapon is grounds for execution. (Though typically a large bribe and sacrificing the weapon will get you off the hook, if a high ranking officer didn't see.) -- Scott
